WATCH: Police Regret Death Of 2 People

The Zimbabwe Republic Police says it regrets the death of two people and the injury of four in Harare Central Business District when police clashed with commuters yesterday.

Speaking at a press conference, ZRP Commissioner-General Godwin Matanga expressed his sincere condolences to the bereaved families and relatives who lost their loved ones in the skirmishes yesterday.

Commissioner General Matanga says the ZRP is currently looking into the matter and will leave no stone unturned in its investigations to get to the bottom of the matter.

“From the onset, let me categorically state that the Zimbabwe Republic Police is currently seized with the matter and I have since directed a team of expert investigators to extensively establish the cause, what transpired, who was responsible and action will be taken,” he said.

He said perpetrators will be brought to book and there will be no sacred cows, adding that the ZRP does not tolerate any form of violence.

Commissioner General Matanga blamed the incident on a rowdy crowd which attacked the police officers whilst they were doing an operation with the Harare City Council to decongest the CBD.

He said the police officers had been deployed together with other security agencies in support of efforts by Harare City Council to decongest the city centre of commuter omnibuses and Mushikashika.

Commissioner General Matanga said at the time the Minister of Local Government, Public Works and National Housing Cde July Moyo issued a statement reversing the ban on commuter omnibuses entering the CBD, the deployed police officers were not aware of the change in circumstances.

He said interim investigations had revealed that the public had attacked the police officers and threatened them with stones resulting in the officers firing warning shots which failed to disperse the angry crowd.

“A team of police officers from Harare Central was confronted by an angry mob armed with stones, concrete pillars and rods. The crowd started to throw stones at police officers whilst demanding to know why they had earlier on dispersed them alongside Harare Municipal police,” said Commissioner General Matanga.

The police officers then fired live shots which unfortunately killed 2 people.

The police refused to entertain any questions from the press and referred journalists to the Harare City Council.

The police chief said the bodies of the yet to be identified deceased are at Parirenyatwa Group of Hospitals Mortuary.- state media

Joram Gumbo Can’t Remember What He Said Just Thirty Days Ago

By Paul Nyathi | Local Government Minister Joram Gumbo on Thursday evening took to the skies castigating the MDC-T run City Of Harare Council accusing it of causing confusion in the administration of the public transport system.

Minister Gumbo through blame to the City of Harare for the failed CBD decongestion exercise which saw public transport users being dropped off some three kilometres out of town.

The arrangement which was meant to reduce the number of vehicles entering into the CBD inconvenienced thousands of people who had to walk the stretch into town.

Disgruntled passengers and taxi operators ended up clashing with the police resulting in the death of two people in a shooting incident involving the police.

In a clear publicity stunt, Minister Gumbo immediately removed the blame from government and put it on the City of Harare.

The programme which was monitored by both the army and the police as instructed by government was actually a government initiative which Gumbo himself launched in January this year.

Minister Gumbo’s shock transfer of blame to the City Of Harare has been seen by many as political grand standing ahead of the elections.

Minister Gumbo somewhat forgets he issued a statement on the 19th of January launching the programme.

Full statement issued by Gumbo in January ahead of the launch of the programme on Thursday reads as follows:

PRESS STATEMENT BY THE HONOURABLE MINISTER OF LOCAL GOVERNMENT, PUBLIC WORKS, HON. J.G. MOYO (MP)

Created: 19 January 2018

Following the unprecedented levels of anarchy obtaining in Zimbabwe’s Urban Local Authorities especially Harare City Council’s Central Business District we are compelled to act before the situation degenerates to even lower levels.

Ladies and Gentlemen, we have noted with dismay that the situation in our CBD has become ungovernable in as far as vending and traffic management is concerned.

The Central Business District is now home to a litany of unhealthy vending activities such as selling of second hand clothes, unregulated vegetable vending, roasting mealie cobs, and money changers amongst other activities. Such activities are anathema and anachronistic of CBD areas of modern cities especially capital cities.

The menace is further exacerbated by the public transport system which has transformed the CBD into a hazardous jungle. Illegal ranks and unregistered public transport such as mushika-shika have become rampant posing great danger to both motorists and pedestrians.

Ladies and gentlemen if this situation is not contained as a matter of urgency, our Urban Centres particularly Harare Central business District will continue to degenerate into an eyesore. The consequences of illegal vending are too ghastly to contemplate.

As Government we cannot continue to fold our hands when the threats of typhoid and cholera have become a reality. These illegal activities in the CBD have virtually become cover for other criminal activities. It is thus critical that we arrest the situation before it explodes. Prevention is better than cure.

In view of this untenable situation let us all declare war on illegal vendors and unregistered public transporters. To the vendors who are operating at undesignated sites including in front of shops and to unregistered public transporters, you are directed to immediately cease forthwith your activities within the next 48 hours, failure of which you have no one but yourselves to blame.

Those who want vending sites should approach their Local Authorities and be properly allocated designated sites. Further take note that there is no other issuing authority besides the Local Authority itself.
To those who have been thriving on selling vending space, you are directed to stop forthwith. Such culprits should be reported to the law enforcement agents who must act, and ACT NOW!

We are also calling upon members of the uniformed forces to come and assist the Local Authorities in bringing sanity in our CBDs. Members of the public are urged to cooperate with all forms of law enforcement agents in an effort to eradicate this vice.
To all the Urban Local Authorities, it is no longer business as usual, I am imploring you to enforce your by-laws without fear or favour with the help of our National Police Force.

Thank you

Mnangagwa Grants Prisoners Amnesty

President Emmerson Mnangagwa has reportedly approved government plans to decongest the country’s prisons by granting an amnesty to some inmates serving light sentences or experiencing health challenges.

Zimbabwe Prisons and Correctional Services (ZPCS) Commissioner-General Paradzai Zimondi, confirmed the development yesterday at a handover ceremony of a 30-tonne sugar donation by Tongaat Hullet.

“I talked to the minister of Justice (Ziyambi Ziyambi) about the issue and he is the one who told me,” he said, while presenting the donation to inmates at Harare Central Prison.
The last amnesty was granted to more than 2 000 inmates by former President Robert Mugabe in May last year.

Zimondi revealed that more than 500 prisoners were suffering from malnutrition and the impending amnesty was coming at an opportune time to save the meagre resources in the country’s prisons.
He hailed Zanu PF political commissar, Engelbert Rugeje for mobilising the donation from Tongaat Hullet, while calling on both public and private institutions to help remedy the plight of prisoners, who continue to suffer hunger and malnutrition.

Current developments in the granting of amnesty to prisoners come on the backdrop of constant calls by opposition political parties for Mnangagwa to pardon political prisoners, who have been rotting in the country’s jails. Newsday

Traditional Leader, MP Battle For Territorial Supremacy

Terrence Mawawa
There is a fierce battle over territorial supremacy between Chief Makoni and Headlands MP, Christopher Chingosho.

Chief Makoni, whose real name is Cogan Makoni, accuses the MP of using unruly youths to browbeat the traditional leader.

Makoni claimed that Chingosho instructed party hooligans to attack his aides.

“My wife is doing charity in Chingosho’ s constituency such that he is extremely worried because he is unpopular with party supporters,” said Chief Makoni.

On the other hand Chingosho refuted Chief Makoni’ s utterances as baseless and devoid of logic.

“I do not feel threatened at all.His comments are baseless and unfounded,” said Chingosho.

He said this was because there is not enough time to organise one since it was three months before polls.Chamisa says his elevation to acting president is “100% correct” and Thokozani Khupe has failed to understand the procedure of picking an acting leader.

“Unfortunately, no vice president can elevate themselves to be the leader.  There are no appointed or elected vice presidents. We have 3 Deputy Presidents who are all equal. No-one is above the other,” said Chamisa.

Chinamasa Defends An Economy With No Cash

Finance minister Patrick Chinamasa has defended Zimbabwe’s insistence on operating a cashless economy, saying countries such as India have since abolished use of cash and adopted electronic transactions.

GOVT TARGETS 350 000t OF WHEAT
Minister Chinamasa

Responding to questions from senators recently on how he will address the cash crisis, which continues to affect the economy, Chinamasa said cashless transactions were better as they helped curb corruption.

“In most jurisdictions, the cash-based transactions constitute about 10% to 15%, and in our situation, we are at 16%. But even at 16%, money is not circulating, and even if the Central Bank governor was to pump in billions — whether of bond notes or United States dollars, that money is withdrawn and it is never re-deposited in the banks,” he said.

“When you have that situation, where money is just being withdrawn and not being re-deposited, it means that the circulation is inefficient and you cannot run the economy that way and when we inquire into the reasons, it actually boils down to lack of trust and confidence.”

The Finance minister said India abolished cash transactions, insisting on electronic ones.

“Electronic is better because, as we try to fight corruption, much of it is promoted through usage of cash, where people move with suitcases of cash to bribe others,” he said.

“When transactions are done electronically, there is a paper trail, which inhibits those who would want to commit corruption. There is a problem with some shops, but my own view is that those shops, which are insisting on cash, are losing business because you cannot transact in cash if the cash is not there and it is clearly not in their interest.”

Chinamasa claimed that most businesses, including those at Siyaso (informal traders), were now transacting electronically

“The bulk of transactions in the future are going to be electronic and the sooner we accept that, the better for our good health,” he said.- state media

“My Wife Grace Is Crying Daily,” Complained Mugabe – Missing Shopping Sprees, No Doubt

$

Wilbert Mukori | “For instance, they told you, I was safe, but how can I be in this environment? My wife is crying daily. They are persecuting her; that is obviously directed at me. What am I without my wife and family. We are not safe. We have constitutional benefits, for example, but these are being denied.” Zimbabwe’s former tyrant, Robert Gabriel Mugabe reportedly mourned to the visiting African Union Commission, Chairman Moussa Faki Mahamat in Harare.

The corrupt and murderous tyrant’s arrogance and callous indifference to suffering and deaths of millions of ordinary and innocent Zimbabweans, the victims of his 37 years reign of terror, is insufferable!
When Mugabe took over power in 1980, he inherited a country with a strong and vibrant economy, able to feed its own people and the bread basket of the region. A country, with sound management, could have easily become the South Korea of Africa in terms of economic prosperity. Sadly, that was not to be!
By the time Mugabe was forced to resign by thugs in his own party, Zanu PF, the Zimbabwe economy was in total ruinous. 37 years of gross mismanagement and rampant corruption have taken a heavy toll on the economy. Commerce and industry collapsed, overburdened by tax and wastefulness of the muddling autocratic regime. The country was starved of new investment, investors shied away from a nation ruled by lawless thugs.
Mugabe seized the white owned farms in an orgy of gratuitous violence born of greed and political intrigue. The farms were given to Zanu PF loyalists whose greed for wealth was insatiable because whatever they got they wasted it and are soon back demanding for more. The seized farms suffered the same fate; they were left to lay idle resulting in the total collapse of the country’s agricultural sector.
The country, once proud to be the breadbasket of the region could not feed its own people. In the day and age when human ingenuity has turned deserts into blooming orchards; we are starving in a land which for all intend and purpose in the Garden of Eden. A damning testimonial to Mugabe’s blundering incompetence!
The total collapse of the country’s agriculture sector in the period 2000 to 2005 plus the voodoo monitory policy of printing Z$ resulting in a 500 billion inflation rate by 2008 were a hammer blow to the country’s economy from which it has never recovered. By mid 2000s, unemployment had soared to 80% and it is 90% today.
Zimbabweans are today the poorest nation in Africa. 72.3% of our people live on US$1.00 or less a day. Grace Mugabe has always lived a life of unparalleled leisure and luxury; she has bought more designer shoes and cloths than she will ever use and has properties and fat bank accounts. The nation and the whole world are rightly shocked to hear that she cries every day!
Grace is crying that she will no longer be able to go on the shopping spree and spend as extravagantly as she used to. She does not appreciate that her and her fellow filthy rich ruling elite’s wasteful extravagance was the root cause of the nation’s economic collapse. Her Gucci designer shoes was paid for by those who now live on $1.00 or less a day!
“It’s not like I am crying for those benefits I joined the struggle to fight to free my people. not to personally benefit anything, but why deny me benefits that I am constitutionally entitled to?” continued Mugabe.
No, Mugabe, you joined the struggle to end colonial white oppression for one reason and one reason only – so you can come the new lord and master. From the first day you took power you have toiled to undermine the rule of law, the state institutions, your own party Zanu PF and the individual freedoms and rights to create a de facto one-party cum one-man dictatorship to secure for your selfish gratification absolute political power and the spoils of influence and wealth that flow from it.
The violence that accompanied the farm invasions, for example, was just a smoke screen to hide the wanton violence you, Mugabe, unleashed on the nation in your single-minded resolve to return political power at all cost.
“What was won by the bullet cannot be undone by the ballot!” you instructed the war veterans, party thugs, the Police, Army and CIO personal in the wanton violence of the 2008 elections.
Not even SADC and AU would accept the 2008 elections as free and fair. In all your 37 years in power, you have failed to hold free, fair and credible elections. SADC forced you, Mugabe, to sign the 2008 Global Political Agreement (GPA) instructing the GNU to implement a raft of democratic reforms design to take away Zanu PF’s autocratic and undemocratic powers and restore the state institutions democratic powers and independence and the individual freedoms and rights.
You, Mr Mugabe, bribed Morgan Tsvangirai and his MDC friends with the trappings of high office plus a former white-owned farm for Welshman Ncube and a $4 million mansion for Tsvangirai. In return, MDC leaders saw to it that not even one reform saw the light of day.
The November 2017 coup help remove the dictator, Mugabe, but only for him to be replace by another dictator, Emmerson Mnangagwa. The corrupt and tyrannical dictatorship itself was left untouched.
Since taking over after the coup, President Mnangagwa has promised the nation economic recovery and a new political dispensation, complete with free, fair and credible elections. He has not implemented even one democratic reform and has even dismissed all those calling for reforms as barking dogs.
“You need to assist us to bring this country to normalcy and democracy There is need for people’s rights to be restored and normal life to continue. Now there is no freedom of expression. If you disagree with them, then you must die,” pleaded Mugabe.
Yes, Zimbabwe needs the AU, SADC and the international community’s help to end the strangle hold this corrupt and tyrannical Zanu PF dictatorship Mugabe and his Zanu PF thugs fostered on the nation. The coming elections are NOT going to be free and fair, that is clear; the AU and SADC must stand firm and declare the process null and void and force Zimbabwe to revisit and finally implement the 2008 GPA reforms.
“It’s not like I am crying for those benefits I joined the struggle to fight to free my people,” said Mugabe. AU Commissioner Chairman Moussa Faki Mahamat’s eye brows must have gone up involuntarily; only a heartless murderous tyrant and megalomania would be crying for his lost glory oblivious of all the death and destruction he brought!
If there is ever going to be justice in Zimbabwe, then the wealth that Mugabe, his wife and cronies looted from the impoverished povo must be recovered and used to rebuild this nation from the ruins decades of Zanu PF misrule brought. If Grace Mugabe is forced to live on US$1.00 or less a day, a fate 72.3% of our people have been condemned to feed her insatiable greed, then she will have a better cause to cry everyday about than missing her extravagant shopping spree!

The First Lady Amai Auxillia Mnangagwa was in another surprise visit this time meeting an unassuming Gogo Mapfuwamhandu who looks after her 15 grandchildren in Mt Darwin under Chief Dotito.

Drama As Prof Moyo Calls Chamisa A “Charlatan”

G40 kingpin Jonathan Moyo has blasted acting Movement for Democratic Change president Nelson Chamisa as a hopeless charlatan.

Though he did not mention the MDC or Chamisa by name, Moyo tweeted: “Anyone who claims entitlement to leadership of an elective structure on grounds of anointment or inheritance is a hopeless charlatan!”

Chamisa was appointed by the party’s national council to act as president for 12 months only hours after party leader Morgan Tsvangirai’s death.

His colleagues Thokozani Khupe and Elias Mudzuri did not attend the meeting as they were already at Tsvangirai’s home mourning their departed leader.

Khupe claims she is the legitimate acting president because she was elected vice-president at the party congress while Chamisa and Mudzuri were appointed by Tsvangirai after congress.

Chamisa has dismissed Khupe’s argument saying the three deputy presidents are equal.

He also says there is no time to hold an extra-ordinary congress as elections are only three months away.

According to the national constitution, elections should be held between 23 July and 21 August.

Mnangagwa has hinted that they might be held earlier but he is likely to comply with the constitution as he is all out to regain international confidence and credibility.

Moyo’s tweet was greeted with both skepticism and praise by his followers.

McWilton said: “You booted out ED for Mugabe to anoint GucciGrace.   Now you complain and this is N.O.Y.B. You logic never cease to amae us.”

Raphael responded: “Apa wakuma apa.”

But Tafunga Mangombe did not agree: “Poor  memory  Coconut  head  u used  to worship  a 94 year  old  Mugabe  who  was just  being endosed not elected.”

Patson Dzamara chipped in: “Anyone who claims to be about leadership renewal and yet fronts a 94 year old is a hopeless hallucinator.”

Maxwel Mutero, agreed: “Haaaa wamupedzera”.

Fafie said: “Tinorova vanhu vane mhanza dzinokuya dovi.  $10 kana akazvarwa akadaro.  $100 kana akamboti “Did It”.”

Sydney F Zhakata, supported Moyo: “Hausati wambotaura chokwadi chinopfuura apa, shuwa G40 naChamisa should pay attention .”

And so did Tanaka: “Was having discussions with some colleagues earlier about the same thing. They’re all for Chamisa and seem very keen to see the suspension of the laws in order to catapult him into power. It’s hypocritical.”

Tapiwa Bvekera disagreed: “For the record I’m for constitutionalism, but going for a Congress is not the only way of following the constitution of the MDC. @nelsonchamisa has been elected acting president according to the @mdczimbabwe constitution I still stand by that!”

To which Tanaka responded: “The problem is that there are now too many candidates claiming legitimacy. Highlighting clauses over social media won’t bring closure. A ‘clear the air’ event like a congress will bring closure.”- The Insider

South African Court Rules To Repatriate 8 Zim Kids

A bid to block the repatriation of eight Zimbabwean children held in South Africa since November has been dismissed.
Judge Bill Prinsloo dismissed the urgent interim application in the North Gauteng High Court on Monday.
The matter ran into the evening with just hours until the scheduled repatriation of the children.
The Department of Social Development’s Lumka Oliphant says the outcome was a victory for those acting in the best interest of children. She added the department had acted in the children’s best interests.
This statement was supported by Judge Prinsloo’s judgement. He found there were serious concerns over how the children arrived in South Africa, unaccompanied and without documents.
“I am of the view that the best interests of the children were taken into account,” he said.
Judge Prinsloo did not rule on the question of the children being trafficked, and there was no evidence before the court to that effect, “there is a very strong inference to be drawn” that they may have been trafficked from Zimbabwe to South Africa.
The children were found in a truck which stopped in Rustenburg on 12 November 2017. According to police evidence, the truck driver was arrested and appeared on charges of human trafficking and contravening parts of the Immigration Act. He was granted bail and is next due in court on 19 March 2018.
Judge Prinsloo questioned the ostensible parents’ actions. He said, “The fact that they allowed their children – if it is their children, which is open to doubt – to travel to travel without documentation in the company of strange other adults, at night, hidden at the back of a truck ostensibly from Beit Bridge to the Cape, leaves one with some doubt […] about the suitability of these applicants to simply take possession of these eight children.”
The eight adults who claim to be the parents of the children, aged two to fourteen, took the Minister of Social Development and the Minister of Homa Affairs to court on an urgent basis.
At first, they wanted access to the children, whom they claimed to have not seen in months. However, once they learned of a planned repatriation they sought to block the government from moving the children from South Africa to Zimbabwe.
They accused the Department of Social Development from denying them access to the children.
In late February, Zimbabwe’s Ministry of Labour and Social Welfare wrote to South African authorities saying they were ready to receive the children on Tuesday, 6 March 2018.
The Department of Social Development told eNCA the repatriation would occur this week but did not confirm a date.eNCA

Zanu PF Clings On To Mugabe Regalia

Delays by Zanu PF in distributing new party regalia emblazoned with Emmerson Mnangagwa has resulted in continued use of paraphernalia emblazoned with toppled despot Robert Mugabe’s face, it has emerged.

Despite President Mnangagwa’s ruling party prohibiting the wearing of Mugabe’s regalia following his military aided ouster last year, T-shirts bearing Mugabe’s name remain a common sight among Zanu PF supporters

The situation has seen party provincial bigwigs having to repeatedly warn Zanu PF supporters against continued use of paraphernalia inherited from the “ancient regime”.

Zanu PF spokesperson Simon Khaya Moyo confirmed that information had not yet reached all of the party’s supporters that the Mugabe regalia is now considered obsolete.

“The commissariat department is the one responsible for ensuring that supporters put on the proper party regalia and I am sure are in the process of communicating that information to the provinces and sooner than later it will be uniform throughout,” Khaya Moyo said.

Zanu PF secretary for administration Obert Mpofu told journalists in Bulawayo recently that the party was now done with designing the new regalia that has since been approved by the Zanu PF politburo.

“The regalia will appeal to the majority of our members.

“It is quite a well thought-out design which I think all of us will be happy with,” said Mpofu.

Manicaland provincial chairperson Mike Madiro recently reminded Zanu PF supporters in the province that they needed to start marketing Mnangagwa’s name ahead of elections.

“We have those with old party regalia such as Zambia cloths and T-shirts displaying former president (Robert) Mugabe’s face, we should stop putting them on and wait for the new regalia emblazoned with … Mnangagwa’s face so that we can market him in districts ahead of the polls.

“We want people to know him,” Madiro reportedly told an inter district meeting at Mutare Hall last week.- Daily News
